Effect[]

Both the Buff and Debuff effects can be triggered by attacking or being attacked, but the trigger can only occur once per attack (enemy or own), NOT per hit. The distribution is 50/50 between Buffs and Debuffs, it will however try to filter out 'unavailable' outcomes, when the wielder has reached Buff limits or the enemy has reached Debuff limits.
